The Philippines: Past and Present (Volume 2 of 2)
The Philippines: Past and Present, published in 1914, is Dean C. Worcester's defense of American rule in the islands, where he had served for thirteen years as Secretary of the Interior of the Philippine Commission. This second volume, chapters XIX to XXXVII, deals with the work of the insular government and the questions then before Congress: the non-Christian tribes of the mountains and Mindanao and their administration, slavery and peonage, public health and the fight against cholera and smallpox, schools, roads and harbors, the courts, Filipino participation in government and the case against early independence. Appendices print the instructions of President McKinley to the two Philippine Commissions and a note on the non-Christian population. The full text is available to read online in your browser on Vinteuil, and the first chapter is free.
