Ebenezer Howard, a London shorthand writer with no training in architecture or planning, published To-Morrow: A Peaceful Path to Real Reform in 1898 and reissued it in 1902 under the title Garden Cities of To-Morrow. Its famous diagram of the Three Magnets sets the attractions of town and country against each other and proposes a third, the town-country, a planned settlement of about thirty thousand people on a few thousand acres of farmland, owned by the community, ringed by an agricultural belt and limited in growth. Howard works through revenue, expenditure and administration with the patience of an accountant. Letchworth was begun on his principles the following year.
