Leslie Stephen published The English Utilitarians in three volumes in 1900, a history of the movement of thought founded by Jeremy Bentham and continued by James Mill and John Stuart Mill. This second volume is devoted to James Mill. It traces his early life in Scotland, his role as Bentham's lieutenant and leader of the philosophical radicals, and the reform movements of the age in politics, law, economics and the church. It then examines Mill's theory of government against Whig, Conservative and socialist alternatives, and the economic doctrines of Malthus on population and Ricardo on rent and distribution. Stephen writes with sympathy and dry critical intelligence. The full text is available to read online in your browser on Vinteuil, and the first chapter is free.
