English Poor Law Policy
English Poor Law Policy, published in 1910, is Sidney and Beatrice Webb's history of how the English state treated the destitute after the reform of 1834. Drawing on statutes, orders, circulars and official reports, they trace the principles of the 1834 Report, with its workhouse test and its aim of making relief less eligible than the lowest independent labor, and follow how successive authorities, the Poor Law Commissioners, the Poor Law Board and the Local Government Board, applied or quietly abandoned them for each class of pauper: the able-bodied, vagrants, women, children, the sick and the aged. The book supports the Minority Report of the Royal Commission of 1905 to 1909, which Beatrice Webb helped write.
