Thomas Wemyss Fulton (1855–1929) was a Scottish marine biologist and fisheries scientist. Educated in medicine at Edinburgh, he joined the Fishery Board for Scotland in 1888 as scientific superintendent and spent his career at the Aberdeen marine laboratory studying food fishes, their growth and the effects of trawling, and advocating international regulation of the North Sea fisheries. His research into the legal history of fishing limits led to The Sovereignty of the Sea, published in 1911, a study of England's historical claims to dominion over the surrounding seas and of the development of territorial waters that remains a standard work in the history of maritime law.
