Michael Oppenheim was an English naval historian of the late nineteenth and early twentieth centuries. Working directly from the state papers and other archives, he wrote A History of the Administration of the Royal Navy and of Merchant Shipping in Relation to the Navy (1896), covering the years from Henry VIII to the Restoration, which remains a standard work. He also edited The Naval Tracts of Sir William Monson for the Navy Records Society and wrote the maritime history chapters for several volumes of the Victoria County History.
